He never used Opium but he did shoot morphine which is an opiate but he didn't do it often. But a 7% cocaine solution injected with a hypodermic syringe was his preference. This is referenced from the opening chapter of The Sign of The Four. But how much an effect one gets from a 7% solution, I couldn't say because I can't find any information on it. But in the late 19th century taking of cocaine, morphine, and opium was legal.
