shale, a cities' size is 70% larger because of the infrastructure of the automobile (parking lots, roads, medians, fuel stations, car sales, car parts, etc) Using a well-designed city concept, like EPCOT, sound-proofing, enhanced internet shopping (very few stores and more of a social gathering place (book stores, game stores, etc) with the ubiquitous coffee bar), etc. Law enforcement would probably ride in something like a golf cart on steroids. Same with emergency services. Movement of goods that you buy by net shopping or a card-swipe while you are out-and-about would be by conveyor belt to your home, sight unseen. You open a panel in the wall for a refrigerated/dry storage. More jobs at home (for socialization, more job team sports and other physical and mental past-times). Elderly and infirm - watch some Japanese people movers on youtube. People - walking, conveyor belts, sedge-ways, "golf carts", monorails, underground airless bullet trains and a "few" hybrid SUV rentals to go outside the city to wilderness recreation areas. Due to weather and projected weather or desire, the whole community could be indoors who some has dubbed an arcology.
A law should be passed where every new community has to be built along the EPCOT or other concept (like Celebration City) by following these zoning laws. Even give tax breaks to these new cities or old cities that convert (that'll take some doing though).
