I do agree that the plot is moving very slow, the episodes are too short to reveal much at all and that the episode's special effects aren't as good as the tv series. They are Webisodes, they were designed strictly for the internet not tv. They are a treat to the fans. For what it is, the webisodes are interesting and fairly good. These problems that you are whining about aren't problems at all. "Problem": Slow, Solution: remove the "when we last left you..." part. That would free up a little more time to add more and speed up Rachel's character development. She continued to lie to Angela even after she proved to Rachel that she is extremely cunning. I don't think that's very cliche at all. You also mentioned the special effects. I doubt many people worked on this and didn't work on it for long and for a webisode it was very good regardless. MY only problem was that it ended here. I wanted to see what happened next.
I'm surprised with your superior observation and analysis skills that you didn't notice that the episode numbers are screwed up. There is your explanation why it's slow, they threw in two episodes where they weren't needed. It could have been voluntarily placed there for some unknown reason by the director of The Recruit. or some thing might have happened inside the studio, maybe not getting paid enough do some thing for their ungrateful audience and preexisting footage was placed in to fill the number of episodes. Who knows, but I hope they bring it back.
