I'm surprised with your superior observation and analysis skills that you didn't notice that the episode numbers are screwed up. There is your explanation why it's slow, they threw in two episodes where they weren't needed. It could have been voluntarily placed there for some unknown reason by the director of The Recruit. or some thing might have happened inside the studio, maybe not getting paid enough do some thing for their ungrateful audience and preexisting footage was placed in to fill the number of episodes. Who knows, but I hope they bring it back.
