Oh, yes, I also noticed this right away. A true shame; what gave them the idea to fix something that wasn't broken?

I'm not old enough to have seen the old versions, but it is rather jarring.

This version of Rocky & Bullwinkle has had the audio remastered and I do believe the commentator, William Conrad, re-did the voice-overs, and being decades from the shows inception, it's a more subdued performance which really ruins it for me. The original commentary is more like old time radio announcing(loud and fast), and really adds to the show. Sadly since this dvd version has come out, the untouched originals are very hard, if not impossible, to find streaming on the net, but the old vhs tapes are very cheap and easy to find.
