I disagree. Subtle villains are interesting. He and his power seems much weaker than most of the other hero/villain characters... but is it really? If he can tap into the negative emotions of ANYone nearby, that has some serious potential. In this episode, did he not feed off his ~own~ fear to make himself more powerful? (I know it was all in his mind, but that kind of adds more substance my hypothesis.)
