Thing is, I've heard that in real life most cops go an entire career without shooting anybody. Those that do need counseling before they can be returned to duty. In the Law and Order series (and other cop shows) they shoot people more often, still go to counseling, but they're ready to shoot another perp by the end of the episode. So, that said... While I was as surprised as you that the weren't' shooting the guy, it was for different reasons. Cause real cops probably would have tried to find another way, killing him being the last resort... usually on cop shows? Cops shoot first, no need for questions cause the only time it's not ok for a cop to shoot someone is when the writers want to create drama and call in Internal Affairs to investigate. Now, mind you I am not a cop in real life myself, but I have friends and family that are or have known cops and some of them don't like cop shows, and even those that do, many will still point out how trigger happy tv cops tend to be compared to real cops, on average
