The best actress in the film is the little girl, Jamie, played by Danielle Harris, and it isn't because the other actors are poor - it is just that she is that amazingly good. You can forgive the movie's producers for writing in a child part in a horror film like this because her performance is that good. And before you say how easy it is to act in a horror film - try it sometime - it is infinitely harder than drama and comedy because there is no real-life reference to base your performance. I've read that Miss Harris decided to devote her career to horror when filming these two Halloween films (4 and 5) and that decision has served her well, but I would have liked to see her portray other roles. Despite her short stature, (she is barely five feet tall), I believe she still could be a major Hollywood star up there with Demi Moore and other A-List actresses.
