It shows that they never came back from the dead. This movie was about people that are mourning and can't let go of their lost loved ones. Some people never saw their loved ones come back because they had overcame grief. The man's wife let go, but he could not. His son had previously died by falling off of the balcony. When it shows him see his son on the ground below, he just finally cries it out with his wife, realizing that he can never bring his son back from the dead and he must move on. That's why the image of his son then gets up and walks back to the underground. When it shows the massive amount of people going back into the ground, their loved ones had finally accepted that they were dead and moved on.
The dialogue at the beginning between the old man and the guy who's son died makes more sense when you think about it in the sense that their loved ones are DEAD and did not come back. They are not alive. The old man says that he understands if the other guy doesn't stay. This is because he is mourning the loss of his son. The same thing goes with a lot of the other dialogue.
