To Lbrwer42 I don't think all dinosaurs had scales so I don't think anyone is arguing that scales turned into feathers. I think it is more simple to believe that dinosaurs were neither reptiles or birds, but instead ancestors of both. Also not all dinosaurs were related and not every living creature at the time of dinosaurs was related. There is no reason for a scale to turn into a feather. Instead you might have skin that develops scales and other skin that develops feathers. For example reptiles today have scales, but that doesn't mean dinosaurs had scales. Also you cannot say feathers are genetically different from scales because a feather is not a creature. A feather is part of a creature and contains the same genetics as every other part of the creature just like my hand is genetically the same as my foot because they both belong to me. It would be more correct to say the scale is structurally very different from a feather or a bird is genetically very different from a reptile.
