Ugh, I hate to comment on something so old but I feel this needs clarification. Star_Stuff is correct, gravity is the weakest force of the four (in order of strong to weak it goes strong, electromagnetic, weak, gravity). She or he just didn't go far enough into the explanation. The ruling force depends on distance.The strong force is the strongest but has very limited range while gravity is weaker but has a far greater range. Looking at the atomic level the strong force is dominant but looking at the cosmological level gravity wins out because the strong force doesn't have the range to affect things like galaxies, stars, etc. Though I suppose you could consider the strong force to be the ultimately dominant force because when it comes down to it the larger objects would not be possible if the strong force couldn't hold protons together in a nucleus.
