One reason why they might play down the terrorist labeling in these cases is because we know that America has those opposite nut-jobs who wouldn't sit around and wait while their country is destroyed. Half of the remaining people would(n't) want to stop them and the other half, the ones that twiddle their thumbs and avoid even admitting a crisis exists, would wait for someone else to come along with a solution. The latter half are more commonly referred to as democrats, from whom you should only expect higher : oil prices, taxes, unemployment rates, foreclosures and national threats.
