The leutenant -- of course she's going to be a boring, hardass-female-in-charge cliche. Aren't they all? NO! The actress is wonderful -- she handles the role's demands as if being a woman is just the way it should be. Competent, and COMFORTABLE with her confidence. Everyone around her reacts the same -- there is no hesitation, no questioning -- she's where she's supposed to be, and there's none of that subsumed "wow, look at how we're indulging her, because she's ten times better at the job and way over- and/or sluttily dressed" that producers and writers think is the ONLY way to portray women in charge.
Think House, Lie To Me -- anything with a strong woman character. They always have to try too hard. But not in this case!
Amsterdam's partner -- or the actress that is playing her -- doesn't get that. Or hasn't managed. She's playing the usual one-step-forward-two-back standard women character. Tough talk, tentative actions toward other characters. Worry over how she's going over slopping into the delivery. The usual.
