After a decade, I am watching this movie for the first time, thanks to hulu. :) The underlying, though comically apparent, foremost theme of government "red tape" is beautifully woven into a commonly popular story about drug addicts and street survival. Watching the lead characters fight through velvet covered line management systems, take-a-number tickets and misinformed government employees left me shaking my head with a permanent smirk plastered on my face. The seemingly unorganized jazz soundtrack appropriately accompanied character frustration and chaotic situations. On top of that, the movie was extremely entertaining. I agree with jdnewton2003, the acting was great and the theme was spot-on! What's funny is that now, over a decade after the film was released, government "gridlock" is even worse, especially with post 9/11 imposed regulations. I would watch that sequel, if it were to come about.
