These three thiings summarize the movie:
*Almost non-existent plot
*Technically flawed (terrible voice-acting/music/animation)
*Terrible characters

The plot summary:
Most of humankind has been destroyed by a group of robots called "The Deathforce" which was unleashed upon the world in the first movie by the insane supersoldier, Geist. There is a last bastion of humanity wandering the desert in a kind of mobile fortress, founded by another supersoldier named Krauser. Geist attacks the fortress by leading a group of Deathforce there. Ergo, most of humanity is destroyed.

The plot consists of scenes of destruction barely interspersed by short periods of talking. This alone is not enough to condemn the movie, but the fact that each of the characters (with the exception of Geist himself, which only wants to kill) are afflicted with the need to all backstab eachother makes it incredibly unbelievable. I understand that the genre isn't necessarily known for its realistic characters, but I found myself asking "Why the h*11 is he/she doing that?" throughout the entire movie, and never having a satisfactory answer. Almost always, the action taken by the character will obviously contributes to the destruction of the "last bastion of humanit," and almost always, the character ends up dead. For some people, that might work but I need my characters to have at least a *slightly* discernable and believable motive.
One of the previous reviewers have said that you need to take the age of the movie into consideration. However, there were plenty of anime made during that time that are good even by today's standards. Therefore, there really is no excusing this- The movie is a waste of time unless you want to watch 45 +/- minutes of people getting eaten by badly animated robots. If that's your thing and you don't care about anything else I have said here then this movie is for you.
Otherwise, stay well away from this movie. Don't say I didn't warn you.
