Your teacher wasn't wrong. The US did own the canal zone and maintained a military presence there until the 1970's. Then President Carter decided to return the canal zone to Panama over a period of 25 years. A lot of people were very upset about it at the time. Also, she's right the two oceans are at different levels, but the real reason for the locks was to avoid more digging than necessary.

When I was so much younger, my first or second grade teacher taught us that the United States owned the Panama Canal. She failed to mention we only had a lease on the property for so many years. I'm sure she didn't know. I learned many years ago that was incorrect information. What this film taught me was she was wrong that they used canals because the Atlantic and Pacific oceans were at different levels. Now I know it was because of the lake system they built so they didn't have to dig 500 feet. You learn something new every day or so I guess.
