Chibs may have had a bloodline tie to tthe IRA, or may have married into it, but the Sons site on FX.com actually explains his personal heritage. He was born in Scotland (and may likely be of Scottish/Irish descent), but moved to Belfast as a boy. The background info, which is obtained by going to the "Clubhouse" link on the site, scanning the room, and clicking on his picture on the wall, gives this history of Chibs. Yep. Real biker gangs have a code, maybe a sense of honor, etc., but they're not the sort you'd want to hang around with, in my experience. It's TV, with bikes and guns and drama.
If an actual gang was doing all the things here, it's be national news. So would half the stuff going on in any crime dramas.
