I think it's mostly older people who think of "Bruce" as a stereotypically gay name, and I think it came about during the mid- to late-60s. First, during the 50s and 60s there was a lot of heat directed towards DC Comics for tricking kids into reading stories about Bruce Wayne and Dick Grayson, who were widely considered to be a homosexual couple. About that time, Johnny Carson had a recurring bit on his show called the Mighty Carson Art Players, they did skits and such and featured a recurring gay character named Bruce.By the late 60s, Monty Python did a skit with a bunch of characters, all named Bruce, who spoke about a set of faculty rules, where every other one was "No poofters!"Bruce is also, as mentioned above, a very easy name to add a lisp to, to increase the comedic effect, so I think it was just a joke that took off for a while.
