This series gets the fan service and whatnot out of the way early. First off, there was a different director for the first four episodes, after which there was some bruhaha and then they switched, and the show got even better.
Second, they needed to hook the segments of the japanese audience that really like the fan service. However, the anime is such a strong one that after they are hooked, they could dispense with it and get on with the story.
Finally, I would suggest that a lot of the way they do it is tongue and cheek. For example, having yoko's chest move around so much to the point of absurdity. And the constant double entendres and puns (punning, of course, being the core of japanese lingual humor)It's a great series, so try to ignore it if you don't like, and keep watching.
