The romance was there but it was not the main feature of the story. It's about how the written Korean langauge came into being. If that does not interest you, then I guess you never really watch such stories that much. If you were already watched Korean historical dramas before and had a background of the class struggles in the Joseon era, then this will be very good for you.
The King is one hell of a person, and his support team is great too. I won't put too many spoilers in here, but at the very end, you'll go like, "Wow, someone actually had a vision for something, fought to push it through, and managed!" And you will also draw parallels to present day events where one group of people need something, and a minority are opposed to it for their own selfish interest. In the meantime, they garner public support by manufacturing reasons to cut it off. And history repeats itself, as usual.
The special effects made the fights and chases more interesting.
