I actually remember watching this show when it was on the air. It was when the Fox network first started and was going through an awkward phase were shows like Tracy Ulman, Gary Shandling, this show, and Warewolf. I think X-files came a little bit later and was Fox's first truly viable quality show, and the Simpsons were all that survived of Tracy Ulman's show.
But I remember this as being different enough to be fun when I was staying up late watching tv on the weekend when I was likely in highschool. It was never really 'good' it was like a Space-Bill & Space-Ted's excellent road trip. A more modern equivalent would have been Son of the Beach. It is unabashedly campy below-low budget b-television.
Having said that, if you are looking for something dated and cheesy, kick back and enjoy the show, this is about on par with Wierd-Science.
Even though I liked it back when it aired, it is hard to sit through now, at least is sober; hence the 3-star rating.
