This belongs in that category of ... well, I am not sure. With the likes of Buckaroo Banzai for sure. But with song! The acting was decent and the songs were delightful (though some a bit sad). I wish a follow-up would occur as Doctor Horrible realizes that gaining the world may not be enough...

1) didn't really think about what they were doing and just put this extremely unHORRIBLE project together by chance,
2) thought specifically about what product they wanted to get at the end, even the specific level of camp, down to a PENNY's detail, a calculated illusion of randomness,
3) didn't really think about what they were doing but, through sheer mad skillZ and instinct honed through years of work, study, and play, HAMMERed out this bit of near-meme-able awesomeness.
...I would say significant portions of all three, with the bulk of the work coming out of thoughtful consideration, a heavy dash of educated guessing, and random silly rounding out the merry mess where the low production costs allowed or even demanded.
