I imagine this is exactly one of the things he expected people to think, $100 tuition(which would be comparable to $300-500 today) is part of the joke

if people are paying 100 dollars to learn how to beg. then they have a little money. if they have a little money their is more from where that came from. wouldnt they have a job. plus begging doesnt pay that well.
